During the 1930s Americas role in the world became to reflect as a global power. It was during this time that the United States Army recognised the importance to award personnel for meritorious service or achievement without lessening the prestige of the Distinguished Service medal. But it was not finally established until 1942.

The Meritorious Service medal is only one of two medals that cannot be awarded in a combat zone.
